Civil Law (Wrongs) (Organisational Child Abuse Liability) Amendment Bill 2025

The ALA has made a submission to the Justice and Community Safety Directorate on the Civil Law (Wrongs) (Organisational Child Abuse Liability) Amendment Bill 2025 (‘Bill’). Our submission supports the passage of this Bill – a direct legislative response to the High Court’s decision in Bird v DP.
The inquiry committee has released its final report on the Bill, recommending that the ACT Legislative Assembly pass the Bill. The ALA has welcomed the report and urged the ACT Legislative Assembly to accept this recommendation.
If enacted, this Bill will remove a key legal barrier and provide an immediate pathway to justice for the many victim survivors of childhood abuse who have been blocked from holding institutions to account following last year's High Court's decision in Bird v DP.
