Inquiry into the Commonwealth Parole Board Bill 2025 and the Commonwealth Parole Board (Consequential and Transitional Provisions) Bill 2025

On 7 November, the ALA made a submission for the Senate Legal and Constitutional Affairs Legislation Committee’s (Committee) inquiry into the Commonwealth Parole Board Bill 2025 and the related Consequential and Transitional Provisions Bill.
In our submission, the ALA broadly supported establishing an independent Commonwealth Parole Board, while urging three refinements:
- permitting legal representation/support at parole hearings by leave of the Board (including by audio-visual link);
- shortening the existing fixed 12-month reconsideration period, while including a material-change of circumstances trigger; and
- confining out-of-session/single-member decisions to matters of genuine urgency requiring published reasons, notice and prompt ratification.
The Committee tabled it's report on 19 November.
